Data shows that there are already more than 70 cities in China with over 1 million cars. Guo Jifu pointed out that in some areas, there is a lack of management of roadside and community parking, leading to chaos, congestion, and even the occupation of fire lanes, threatening urban safety. Industry insiders point out that parking difficulties have become a pain point for urban development. At the same time, the parking management industry has low concentration, lacks professional management models, parking lot turnover rates are not ideal, and low levels of intelligence and network connectivity are all reasons for the difficulty of parking in cities. Some experts believe that in the face of the large gap in urban parking demand in China and the low utilization rate of parking spaces, the development of "smart parking" has become an important link in solving traffic problems and improving people's travel experience. Under the normal state of imbalanced supply and demand for parking spaces, it is necessary to revitalize existing resources and improve the operating efficiency of parking spaces. In 2019, Beijing implemented road parking electronic charging reform, using the "AIPARK Sky Eye" high-level video equipment as its management equipment, using artificial intelligence technology to achieve smart parking management, and at the same time empowering violation parking management, comprehensive traffic governance, key security prevention and control, and municipal comprehensive management, realizing the transformation from "commercial charging" to "government non-tax revenue" and from "manual on-site charging" to "electronic charging". Among them, the effect on roadside parking is the most significant. Currently, the parking rate on Beijing's roads has reached over 90%. Data shows that since 2020, 658 roads in 16 districts and the Economic and Technological Development Zone across Beijing, with 65,000 roadside parking spaces, have cumulatively served 70.18 million vehicles, serving a total of 5.64 million vehicles. Compared to the initial launch of electronic charging, the overall service scope has continuously expanded, and the number of people and vehicles served has also continued to increase. Currently, it has achieved an average daily service of 260,000 vehicles, reaching about 300,000 during peak hours, a significant increase compared to the initial launch.
